Funding pattern
What this funder pays for, at what size, and how to position adjacent work. Read from their filings, with every number checked against the record.
Where the money goes
- University-hosted international education exchange programs, all grants coded identically
- Large multi-year language and area studies hubs at public universities
- Intensive language institutes run by flagship state universities
- Small international visitor and community hosting nonprofits in DC and Boston
- Token $25,000 awards to campuses across many states
Typical grant
The median grant is about $395,000 and the middle half runs from roughly $82,000 to $737,000, but the distribution is extremely top heavy. A handful of institutions take checks over $1 million, with the University of Montana receiving more than $11 million in both 2022 and 2023, while dozens of campuses get $25,000 or less. Giving repeats almost perfectly year over year: the same top recipients appear at similar amounts in consecutive filings, so this is renewal money rather than a rotating slate.
Their words
Phrases from their own grant descriptions, worth speaking back to them.
- “EDUCATION EXCHANGE”
Positioning adjacent work
- Every grant carries the same purpose line, so frame any work explicitly as international education exchange, not as research.
- Understand the money flows through institutional agreements; approach via your university's international programs or sponsored research office.
- Small entry points exist at the $25,000 level; a first award there is more realistic than a seven-figure ask.
- Emphasize language training, area studies, or hosting international participants, the activities the largest recipients clearly run.
Worth knowing: This is a pass-through operator, not a discretionary grantmaker: IIE administers federally funded exchange programs and the payments follow existing program agreements with a stable set of universities, with the top ten recipients absorbing most of the $168 million. California, Virginia, New York and Georgia show the most recipients, but the biggest dollars go to Montana, Indiana, Hawaii, Arizona and San Diego State, which points to specific long-running program hubs rather than geographic preference.
Top recipients
Repeat recipients are the strongest signal of whether a funder has an open door or quietly re-funds the same organizations.
